What is Cess? Where to find its rate in Finance Act?

Cess is an additional levy on tax, net proceeds of which are, earmarked for a particular purpose for which it is levied such as education. Provisions relating to Education Cess on income tax and Secondary and Higher Education Cess on income tax are found available in section 2(11) and section 2(12) of the relevant Finance Act, respectively.
